Within our Regional CAO domain, in country Singapore, we are looking for a Regional KYC Lead, to lead the KYC organisation for the WB business
The Regional KYC Lead reports hierarchically to the Regional CAO and functionally to the Business Line KYC lead(s).
This role requires experience in operating in a complex, international environment as well as profound knowledge of the local KYC regulatory landscape and the KYC domain in particular
It combines a client focused attitude with analytical skills and result oriented strategic thinking. Your scope is both local (with your KYC peers as well as IT, operations and 2 nd line counterparts) as global (part of the global virtual KYC lead community)
Externally you will also have to coordinate with local vendors and regulators, if applicable.
The Regional KYC Lead is responsible for executing Regional and Country KYC practice in line with bankwide standards and local legislation
The Regional KYC Lead reports to the Regional CAO and the Country KYC Committee and is part of the Global KYC organisation
This role will double-hat the Regional KYC Lead and the Singapore KYC Lead.
The Global KYC organisation is a new organisation within the COO domain. Their purpose is“Enabling people and organisations to use our banking services by ensuring a compliant and competitive KYC ecosystem”.
By bringing all KYC related capabilities into one functionally steered organisation this will support the standardisation of related processes, enhanced controls, shared tooling and optimise operations processing across all of the business lines
Helping us to achieve a more robust KYC environment that will strongly contribute to the banks overall response towards more stringent regulatory requirements in this area and beyond.
The Global KYC organisation is a 1st line department providing the business and functions with guidance, standardised solutions on the area various KYC related regulations (on process, control, tooling, etc.) as well as supporting realising operational excellence. You will be part of managing and supporting the transformation towards this global organisation from your country and as such contribute significantly to the realisation of the One Agile Way of Working methodology within the company
As you will represent all KYC related Regional and Country progress and concerns you will have a dual reporting line towards the Regional CAO as well as the relevant Business Line KYC leads.
Way of working in relation to key stakeholders
Works with Country Delivery-, CoE-, and Operations leads and teams to implement and continuously improve the agreed global KYC practice in country, tracking and reporting progress/issues in line with agreed dashboard metrics
Ensures relevant staff participates in virtual communities to exchange and continuously improve development
Provides Business Line KYC Lead(s) insight on feasibility and optimisation of global solution and steers implementation of global implementation roadmap in the country
Works with Regional CAO and other relevant stakeholders to resolve priority issues that may impact global KYC roadmap
Aligns with Regional Exco to drive right behaviour around KYC in the business line

Steers, organises and continuously improves the Regional KYC Organisation (Regional and Country KYC CoE lead, responsible for adherence to Country legislation whilst keeping in mind the global minimum standard; Country KYC Delivery lead, responsible for Country solution and process delivery in line with the global standard; and Country KYC Operations lead, responsible for execution of Country KYC activities). Ensures the location has adequate budgets and is adequately staffed to execute Country KYC responsibilities, and flags any resource and/or budgeting issues to the Business Line KYC Leads involved.
Steers KYC service management, client outreach coordination, change management, MI and financial reporting (incl. cost allocation). Contributes towards the delivery of MTP. Reports out on progress, issues and potential flaws or challenges in the KYC Country practices towards the relevant Business Line KYC Lead and Regional and Country CAOs.
Owns and drives the implementation and consumption of the global KYC services within the country and supports implementation of and adherence to the Gateway Model for Global KYC services.
Contributes country expertise, insights, interests and requirements towards the relevant Business Line KYC lead(s) – supporting the development and optimisation of global solutions and regarding sourcing of cross-country KYC activities
Coordinates and steers implementation of global and local KYC change programmes in the country.
Aligns with various internal & external stakeholders. Advise and support the Business Line KYC Lead and act as sparring partner. Contributes to and ensures participation of country leads/experts in virtual (Global CoE and Global Delivery) communities.
Requirements / Qualifications:
Are a skilled, professionally, knowledgeable and solution oriented
Have an academic degree.
Relevant work experience in the areas of Wholesale Banking, Retail Banking, Risk, Finance and/or Information technology, with a background of (KYC related) regulatory responsibilities in the financial services sector.
Are fluent in English speaking and in writing.
Have international experience in complex organisations and a bird’s eye view and knowledge of business processes and associated risks.
Have a proven track record within KYC and/or AML, including having held previous managerial positions.
Have a good understanding of key regulations (such as FEC, ESR, FATCA, CRS) and their respective effects on the operational landscape of KYC including the interaction with the 2nd line.
Have a good understanding of the entire customer life cycle of a client within a financial institution.
Have proven communication, convincing and advisory skills with the ability to work at all levels in the organisation.
Have a strong understanding of the One Agile Way of Working and an enthusiast agile mind-set.

Have a client focused attitude linked to a sound understanding of how to achieve operational excellence.
